چکیده
شرکت‌ها‌ی توزیع نیروی برق با دارا بودن شبکه‌‌ وسیعی از تجهیزات توزیع و کنترل انرژی، همواره درصدد تامین برق پایدار و ایمن برای مشترکین هستند. در این راه، این سازمان‌ها با چالش‌هایی نظیر فرسودگی شبکه‌‌، نوسانات بار‌‌، اقلیم‌ها‌ی متغیر و متفاوت آب‏وهوایی‌‌، رشد سریع تکنولوژی‌‌، تخصیص نامتوازن نیروی انسانی متخصص‌‌ و کمبود منابع مالی مواجه هستند. شرکت توزیع نیروی برق قزوین نیز به عنوان یک سازمان تجهیزمحور، به دنبال استقرار نظام مدیریت دارائی‌های فیزیکی با هدف مدیریت هزینه‌‌، ریسک و عملکرد دارایی‌ها در طی چرخه عمر آن‏ها است. اولین گام در پیاده‌سازی مدیریت دارایی‌های فیزیکی تعیین و شناخت شرایط موجود سازمان می‌باشد. این مقاله به ارزیابی مدیریت دارایی‌های فیزیکی با استفاده از مدل آپتایم در شرکت توزیع نیروی برق قزوین می‌پردازد. مدل آپتایم یکی از اصلی‌ترین و کاربردی‌ترین مدل‌های ارزیابی دارایی‌های فیزیکی می‌باشد که به ارزیابی وضعیت مدیریت دارائی‌های فیزیکی در یک سازمان در جنبه‌های دهگانه آن می‌پردازد. همچنین، نتایج حاصل از ارزیابی تحلیل شده و در هر جنبه راهبردهای کلان تعریف شده و پیشنهادات و اقدامات بهبود ارائه شده‌اند. این اقدامات و پروژه‌های بهبود در نهایت با استفاده از رویکرد TOPSIS اولویت‌بندی شده است. در ادامه نتایج پژوهش علاوه بر تحلیل جامع وضعیت موجود، منجر به ارائه‌ی یک نقشه راه سه‌مرحله‌ای به همراه اولویت‌بندی اقدامات بهبود بر مبنای مدل TOPSIS شد که قابلیت به‌کارگیری در سایر شرکت‌های توزیع برق کشور را نیز دارد.

Power distribution companies with a wide network of energy distribution and control equipment, always seek to provide stable and safe electricity supply to customers. To do so, these organizations face challenges such as network wear and tear, load fluctuations, changing climates, rapid technology growth, unbalanced allocation of skilled manpower, and lack of financial resources. Qazvin Power Distribution Company, as an equipment-based organization, aims to establish a physical asset management system with the porpus of managing the cost, risk and performance of assets during their life cycle. The first step in implementing physical asset management is to determine and recognize the current conditions of the organization. This paper evaluates the management of physical assets using the Uptime model in Qazvin Power Distribution Company. The uptime model is one of the main and most practical models for evaluating physical assets. It evaluates the management condition of physical assets in the organization using its ten criteria. In this research, the evaluation steps are described and also the results of this evaluation are analyzed, then major strategies are defined in each aspect and suggestions for improvement measures are presented. These improvement measures and projects are ultimately prioritized using the TOPSIS approach. Furthermore, based on the identified priorities and prerequisite relationships between project implementation, a roadmap is presented to implement the physical asset management system in the company. Finaly, the actions and projects envisaged in this roadmap are scheduled as an implementation plan in three phases.
