| Background and Objectives: In recent years, approaches to economic development have shifted towards multidimensional and welfare-oriented concepts, so that traditional indicators such as Gross Domestic Product can no longer solely reflect the real quality of life and human development. Social welfare is a comprehensive and multidimensional concept encompassing both material and non-material aspects, including income, employment, education, health, social security, and civic participation. Accurate measurement of social welfare requires the use of composite and localized indices that take into account the cultural, economic, and social characteristics of each country. Meanwhile, monetary policies, as one of the main tools of macroeconomic policymaking, play a significant role in influencing social welfare. These policies not only aim to stabilize inflation and promote economic growth but, considering their distributive consequences and direct and indirect effects on income distribution, access to resources, and financial stability, can impact the level of welfare. Precise evaluation of this relationship, especially in transition economies like Iran, requires utilizing localized indices and advanced econometric models. Due to its specific economic and social characteristics, including chronic inflation, severe monetary fluctuations, and investment challenges, Iran faces significant problems in the domain of social welfare. Materials and Methods: examining the impact of monetary policies on social welfare using composite localized indices can help policymakers design more effective and context-appropriate policies. This study aims to develop and apply a localized index for measuring social welfare and analyse the effects of selected monetary policy variables during the period from 1991 to 2023 in Iran. Relying on macroeconomic data and econometric models, this research endeavours to scientifically and practically analyse the relationship between monetary policies and social welfare and to offer evidence-based policy recommendations. Results: There is a positive and significant relationship between the volume of bank credits and the composite and localized social welfare index, and a negative and significant relationship between the money supply volume and the real interest rate with the composite and localized social welfare index. A negative effect of the money supply issued by the central bank on the composite and localized social welfare index has been observed. Furthermore, the research results indicate a negative relationship between money supply volatility—as an indicator of monetary policy instability—and the composite and localized social welfare index. Conclusion: Given the negative and significant effect of the money supply issued by the central bank on social welfare, it is essential that the central bank prevents excessive expansion of the monetary base. It is recommended that monetary policies focus on inflation targeting and controlling liquidity growth through open market operations and reduction of government’s monetary budget deficits. The positive impact of bank credit volume on social welfare underscores the importance of public access to productive financial resources. Bank loans should be directed toward productive economic sectors such as manufacturing, agriculture, education, and healthcare. A comprehensive and accurate credit rating system should be established to facilitate access to credit for low-income groups. Restrictions should be imposed on the provision of non-productive loans (e.g. speculative loans) | ||

| سابقه و هدف: در سال‌های اخیر، رویکردهای توسعه اقتصادی به سمت مفاهیمی چندبعدی و رفاه‌محور حرکت کرده است؛ به‌گونه‌ای که شاخص‌های سنتی همچون تولید ناخالص داخلی به‌تنهایی قادر به بازتاب کامل کیفیت واقعی زندگی و توسعه انسانی نیستند. رفاه اجتماعی مفهومی جامع و چندبعدی است که ابعاد مادی و غیرمادی از جمله درآمد، اشتغال، آموزش، سلامت، تأمین اجتماعی و مشارکت مدنی را در بر می‌گیرد. سنجش دقیق رفاه اجتماعی مستلزم استفاده از شاخص‌های ترکیبی و بومی‌شده‌ای است که ویژگی‌های فرهنگی، اقتصادی و اجتماعی هر کشور را لحاظ کنند. در این میان، سیاست‌های پولی به‌عنوان یکی از ابزارهای اصلی سیاست‌گذاری اقتصاد کلان، نقش مهمی در تأثیرگذاری بر رفاه اجتماعی ایفا می‌کنند. این سیاست‌ها نه‌تنها با هدف کنترل تورم و ارتقای رشد اقتصادی دنبال می‌شوند، بلکه با توجه به پیامدهای توزیعی و آثار مستقیم و غیرمستقیم بر توزیع درآمد، دسترسی به منابع و ثبات مالی، می‌توانند سطح رفاه را تحت تأثیر قرار دهند. ارزیابی دقیق این رابطه، به‌ویژه در اقتصادهای در حال گذار نظیر ایران، مستلزم بهره‌گیری از شاخص‌های بومی‌شده و مدل‌های اقتصادسنجی پیشرفته است. اقتصاد ایران به دلیل ویژگی‌های خاص خود از جمله تورم مزمن، نوسانات شدید پولی و چالش‌های سرمایه‌گذاری، با مشکلات جدی در حوزه رفاه اجتماعی مواجه است. روش: بررسی تأثیر سیاست‌های پولی بر رفاه اجتماعی با استفاده از شاخص‌های ترکیبی و بومی‌شده می‌تواند به سیاست‌گذاران در طراحی سیاست‌های کارآمدتر و متناسب با شرایط داخلی یاری رساند. هدف این مطالعه توسعه و به‌کارگیری شاخصی بومی‌شده برای سنجش رفاه اجتماعی و تحلیل اثر متغیرهای منتخب سیاست پولی طی دوره زمانی ۱۳۷۰ تا ۱۴۰۲ در ایران است. این پژوهش با اتکا بر داده‌های کلان اقتصادی و مدل‌های اقتصادسنجی، درصدد است رابطه میان سیاست‌های پولی و رفاه اجتماعی را به‌طور علمی و کاربردی بررسی کرده و توصیه‌های سیاستی مبتنی بر شواهد ارائه دهد. یافته‌ها: نتایج تحقیق نشان می‌دهد که میان حجم اعتبارات بانکی و شاخص ترکیبی و بومی‌شده رفاه اجتماعی رابطه‌ای مثبت و معنادار وجود دارد. در مقابل، حجم نقدینگی و نرخ بهره حقیقی رابطه‌ای منفی و معنادار با شاخص ترکیبی و بومی‌شده رفاه اجتماعی دارند. همچنین اثر منفی نقدینگی منتشرشده توسط بانک مرکزی بر شاخص ترکیبی و بومی‌شده رفاه اجتماعی مشاهده گردید. علاوه بر این، نتایج نشان می‌دهد نوسانات نقدینگی ـ به‌عنوان شاخصی از بی‌ثباتی سیاست پولی ـ رابطه‌ای منفی با شاخص ترکیبی و بومی‌شده رفاه اجتماعی دارد. نتیجه‌گیری: با توجه به اثر منفی و معنادار نقدینگی منتشرشده توسط بانک مرکزی بر رفاه اجتماعی، ضروری است این نهاد از گسترش بی‌رویه پایه پولی جلوگیری نماید. پیشنهاد می‌شود سیاست‌های پولی بر هدف‌گذاری تورم و کنترل رشد نقدینگی از طریق عملیات بازار باز و کاهش کسری بودجه پولی دولت متمرکز شوند. اثر مثبت حجم اعتبارات بانکی بر رفاه اجتماعی نیز بیانگر اهمیت دسترسی عمومی به منابع مالی مولد است. بنابراین، تسهیلات بانکی باید به سمت بخش‌های مولد اقتصادی همچون صنعت، کشاورزی، آموزش و بهداشت هدایت شوند. همچنین ایجاد نظام جامع و دقیق اعتبارسنجی برای تسهیل دسترسی گروه‌های کم‌درآمد به تسهیلات بانکی و اعمال محدودیت بر اعطای وام‌های غیرمولد (مانند وام‌های سفته‌بازانه) ضروری است. | ||
